The challenge
Workforce risk is programme risk.
A missing document may be straightforward to resolve. A pattern of non-compliance across the supply chain is not.
Large construction programmes depend on complex, multi-tiered and increasingly international workforces. This creates exposure across employment law, immigration, posted-worker requirements, tax registration, working time and subcontractor accountability.
Non-compliance can lead to regulatory intervention, work stoppages, financial penalties, reputational damage and programme delay.
Access control and digital onboarding provide important workforce data. On their own, however, they do not establish whether workers and companies are compliant. Effective workforce assurance requires specialist review, investigation, continuing oversight and clear accountability.
CEG brings these elements together in a practical programme designed around the project, its supply chain and the local regulatory environment.
European data centre programme
Continuous assurance across six live construction sites.
CEG combines technology-led screening with experienced investigation. We identify inconsistencies and work directly with employers and workers to resolve them. We also liaise regularly with national regulatory authorities, providing detailed reporting on the programme’s workforce compliance position.
What CEG provides
Independent assurance across the workforce supply chain.
CEG combines specialist expertise, technology and site-based investigation to identify workforce risk early and resolve issues before they affect delivery.
01
Workforce and company verification
We verify workers, employers and subcontractors against project requirements and applicable national rules. We look beyond the presence of documents to establish whether the information is accurate, consistent and complete.
02
Right-to-work and cross-border compliance
We assess immigration status, work authorisation, posted-worker obligations, social security documentation and local registration requirements.
03
Supply-chain mapping
We map complex subcontracting structures, helping clients understand who employs each worker, where responsibility sits and where gaps or inconsistencies exist.
04
Employment and working-condition assurance
We review employment status, contracts, working hours and deployment arrangements to identify potential breaches, worker exploitation and wider ESG risks.
05
Continuous monitoring and investigation
We monitor worker and company records throughout the programme, investigate anomalies and support contractors in resolving issues.
06
Site audits and worker engagement
Where appropriate, document checks are supported by site inspections, contractor engagement and worker interviews.
07
Inspection readiness and response
We help project teams maintain defensible records, prepare for regulatory scrutiny and respond effectively to inspections and authority enquiries.
08
Governance and reporting
Clear dashboards, risk reporting and escalation routes give clients the information they need to act before an issue affects the programme.
The value to the client
Protecting programme certainty.
CEG turns complex workforce information into practical assurance. This allows project leaders to identify risk early, address problems quickly and maintain effective oversight of the supply chain.
01
Reduced risk of disruption
Potential problems are identified and addressed before they lead to regulatory intervention, work stoppages or delays.
02
Greater supply-chain visibility
Clients gain a clear picture of who is working on the programme, who employs them and where responsibility sits.
03
Faster, better-informed decisions
Clear reporting allows project teams to concentrate on the issues presenting the greatest risk.
04
Improved inspection readiness
Accurate records, documented controls and reliable audit trails support a confident response.
05
Stronger contractor accountability
Contractors understand what is required, where gaps exist and what corrective action they must take.
06
Protection of reputation and ESG commitments
Independent assurance reduces exposure to unlawful employment, worker exploitation and social dumping.
The result is not simply more compliance data. It is confidence that workforce risks are understood, responsibilities are clear and appropriate controls are in place.
01
Independent and client-focused
Objective assurance on behalf of the client. We are not a labour provider, immigration adviser, payroll company or access-control operator.
02
Specialist cross-border expertise
Employment law, immigration, posted-worker obligations, social security, tax registration, working time and supply-chain accountability.

Technology-enabled, expert-led
Digital platforms provide the data and workflow. Our specialists assess the evidence and investigate inconsistencies.
04
Continuous assurance
We track changing workforce circumstances and identify emerging risks, recurring failures and patterns of non-compliance.
05
Integrated with project delivery
We work alongside clients, project managers, general contractors, technology providers and the wider supply chain.

Frequently asked questions
What clients ask us.
Is workforce compliance the same as digital onboarding?
No. Onboarding collects data and documents. Workforce assurance tests whether that evidence is accurate, consistent and sufficient under the applicable rules.
When should CEG become involved?
Ideally during pre-construction or mobilisation, while governance, contractor requirements and technology workflows can still be designed into the programme.
Can CEG work with our existing access-control platform?
Yes. CEG is technology-independent and can integrate its assurance process with the platform and project controls already in place.
Does CEG replace the general contractor or legal adviser?
No. CEG provides independent oversight, investigation and assurance. Legal accountability and contractual responsibilities remain with the relevant parties.
Can the service cover more than one country or site?
Yes. The programme can provide consistent governance across a portfolio while reflecting the specific legal and regulatory requirements of each country.
