A hyperscale data centre construction programme in the Netherlands required the coordination of thousands of workers across a complex multi-tier subcontractor supply chain.
The client needed assurance that every worker entering site was legally verified, that subcontractor chains were transparent, and that the programme could withstand scrutiny from national labour and tax authorities.
Without a structured workforce compliance system, the risks of documentation failure, opaque supply chains and regulatory enforcement were significant.
CEG was appointed to design and operate a programme-wide Workforce Compliance (WFC) model across multiple sites.
Our Approach
CEG implemented a structured workforce compliance system combining digital verification, workforce data analysis and on-site compliance management.
All workers were verified before site access, including right-to-work documentation, A1 certificates and posted worker notifications.
Our partner agency’s workforce management platform linked verified worker credentials directly to site access permissions.
CEG’s Hawkeye™ analytics platform monitored workforce activity across the programme. More than 1.3 million data points were analysed to identify compliance risks linked to workforce composition, working hours and labour supply chains.
The subcontractor structure was mapped across multiple contractor tiers (five deep in some cases), improving visibility and supporting compliance with EU chain liability requirements.
Regular briefings and structured data sharing with Dutch labour and tax authorities helped maintain transparency and regulatory confidence.
On-site compliance teams conducted routine audits, monitored workforce attendance and supported contractors through training and communication on documentation standards.
